Minnesota off-road vehicle (ORV) strategic master plan

The Minnesota Department of Natural Resources (DNR), in cooperation with the Minnesota Four Wheel Drive Association (Mn4WDA), has initiated a statewide master planning project for off-road vehicle (ORV) trail development.

The plan will include input from members of the public, the ORV community and local government units to understand the perception of ORV enthusiasts, identify potential areas for ORV trails and discuss trail management needs. 

While the plan will identify potential new areas for ORV opportunities, any new opportunity will be subject to project-specific DNR interdisciplinary review, environmental review and public review.

The DNR contracted with SE Group to assist in the plan development.
