Update for electronic license system modernization

Technical changes are needed to align administrative rule with statutory changes made in 2024 in support of the new electronic licensing system.

What will this rulemaking do?

A modern Department of Natural Resources electronic licensing system (ELS) is currently under development and will launch this spring. Proposed changes are needed to align administrative rule with recent changes in Minnesota statute that support the new electronic licensing system. The new system will improve customer experience when purchasing a hunting or fishing license, renewing watercraft and recreational vehicle registrations or registering for a training course. The changes will not affect resource management.

Who might be affected by these rule changes?

There are several groups who may be affected by the rule changes, including license agents, deputy registrars, and numerous groups of license buyers, including individual hunters and anglers, off-highway vehicle owners, boaters and charter boat captains in addition to legislators and citizen oversight groups.

In 2021, before drafting ELS system requirements, DNR surveyed license agents, deputy registrars, license buyers, and the public to identify needs and priorities of a modern system. A second round of surveys was completed in January 2024. In addition to these input opportunities, DNR continues to conduct regular meetings and consultations with stakeholders to gather feedback and address concerns that surface during the development process.

You may request a hearing on these rules. If at least 50 persons submit a valid request for a hearing and enough do not withdraw their requests (reducing the number below 50), then a public hearing will be held before an administrative law judge.
